PSCE Position Paper on the Digital Network Act

As Europe moves forward with the Digital Networks Act (DNA), the future regulatory framework must reflect not only competitiveness and innovation objectives, but also the needs of public safety and mission-critical communications.

PSCE is pleased to publish its Position Paper on the Digital Networks Act, outlining the priorities of the public safety community throughout the legislative process.

In our paper, we welcome the Commission’s ambition to strengthen Europe’s digital connectivity while highlighting several key aspects that should remain at the heart of the regulation:

  • ensuring resilient and secure communications for emergency services;
  • recognising the strategic role of satellite and non-terrestrial networks;
  • safeguarding continuity during the transition to next-generation networks;
  • strengthening spectrum coordination for mission-critical services; and
  • maintaining robust protections for emergency communications and public warning systems.

Reliable connectivity is no longer only about digital infrastructure; it is a cornerstone of Europe’s resilience, crisis preparedness and citizens’ safety.
