On 31 March 2026, Public Safety Communication Europe (PSCE) and the Scientific Advice Mechanism (SAM) co-hosted a webinar on the growing role of artificial intelligence in crisis management across Europe.
The session brought together
- Simon Franke, from the ICT Services of the German Red Cross,
- Jorge Gomes, Operations Coordinator at VOST Europe,
- Thomas Kox, SAPEA Working Group Member on “AI for Crisis Management”,
- Marta López Saavedra, postdoctoral researcher at IDAEA-CSIC.
Drawing on SAPEA’s rapid evidence review, the discussion explored how AI can support emergency response across the full crisis cycle, from early warning to recovery. Practical examples from Germany and Portugal illustrated how AI is already being used for real-time translation in dispatch centres, satellite-based fire monitoring, multilingual social media analysis, and predictive wildfire modelling.
The speakers agreed that AI can strengthen crisis response, but only if it remains under human oversight and is supported by reliable data, transparent systems, and strong accountability frameworks.
